Understanding the New Environmental Impact Assessment (EIA) Notification 2025: What Changes for Project Proponents

What Is the EIA Notification?

The Environmental Impact Assessment (EIA) Notification is issued by the Ministry of Environment, Forest and Climate Change (MoEFCC) under the Environment (Protection) Act, 1986. It mandates that certain categories of projects obtain prior environmental clearance (EC) before commencing operations. The 2025 revision introduces the most significant changes to this framework since the 2006 notification.

Key Changes Under the 2025 Revision

1. Revised Category A / B Thresholds

The 2025 notification recalibrates project thresholds for Category A (Central appraisal by MoEFCC/EAC) and Category B (State appraisal by SEIAA). Several industrial and infrastructure projects that previously required Central clearance now fall under SEIAA jurisdiction, streamlining approval timelines for mid-scale developments.

2. Strengthened Public Consultation

The revised norms mandate a minimum 30-day public consultation window (up from 20 days) and require all public hearing notices to be published in at least two local-language newspapers in addition to the official gazette. Digital submissions from the public are now formally recognised, broadening participation beyond the physical public hearing.

3. Online EIA Process via PARIVESH 2.0

All applications โ€” from Form 1 submission to EC grant โ€” must now be processed through the upgraded PARIVESH 2.0 portal. Physical applications are no longer accepted. The portal enables real-time tracking, automated deficiency notices, and integrated GIS-based impact zone mapping.

4. Post-Clearance Monitoring Strengthened

Projects must now submit half-yearly compliance reports through the portal (previously annual). Significant deviations from the approved EMP can trigger a suo-motu review of the clearance. Third-party environmental audits are mandatory for Category A projects from the third year of operation.

5. Strategic Environment Assessment (SEA) Introduced

For the first time, India's EIA framework formally introduces SEA for industrial corridors, coastal zone development plans, and highway networks. This upstream assessment โ€” at the policy/plan level โ€” is expected to reduce individual project-level conflicts with environmental sensitivities.
