Hazardous Waste Authorisation Renewal: A Step-by-Step Guide for Manufacturers
Why This Matters
Under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, any facility that generates, stores, treats, or disposes of hazardous waste must hold a valid Authorisation issued by the State Pollution Control Board (SPCB). Operating without a valid Authorisation โ even during the renewal gap โ is a cognisable offence under the Environment Protection Act, 1986.
Most Authorisations are valid for 5 years. Many manufacturers let them lapse by applying too late or submitting incomplete documentation.
Step-by-Step Renewal Process
Compile all documents: existing Authorisation copy, updated list of hazardous waste streams (Schedule I/II/III), past annual returns, and storage area layout plan.
Review your process for new waste streams added since the last authorisation. Classify each waste correctly under Schedule I (processes), Schedule II (concentrations), or Schedule III (export/import).
Ensure tie-up agreements with TSDF (Treatment, Storage and Disposal Facility) operators or authorised recyclers are current. SPCBs reject renewals when disposal contracts are expired or missing.
File the renewal application (Form 1 under HWM Rules) online through your state's SPCB portal (e.g., GPCB Online for Gujarat). Attach all supporting documents as specified in the application checklist.
SPCB may conduct a physical site inspection within 30โ90 days. Ensure your hazardous waste storage area is properly labelled, segregated, and within the authorised quantities.
Post-inspection, SPCB issues the renewed Authorisation โ typically valid for 5 years. Keep the original on-site at all times.
